A procedural fairness letter sets out concerns that the applicant has an opportunity to address. A response should deal with those specific concerns, include relevant evidence and respect the deadline in the letter.
A submission letter explains the application or request and draws attention to relevant facts and evidence. It should be consistent with the forms and supporting documents.
